For many years, there have been concerns that septic tanks and other on-site wastewater treatment and disposal systems could cause ground and surface water pollution problems in many parts of Texas. For example, areas with heavy rainfall in East Texas often reported that septic tank wastes ran off into nearby streams after heavy rains.
